The CHA Media Production Unit looks for projects that will educate and inspire viewers in a worthwhile cause, consistent with the mission of County government and its constituent departments. Before the content and creative approach can be considered, there must be a clear understanding of the following parameters:

YOUR TARGET AUDIENCE

What specific population are you trying to reach? What knowledge, interests, preconceptions, education level, or cultural dimensions of the audience need to be considered?

YOUR OBJECTIVE

What are you trying to achieve by making the video? Informing the audience of certain facts is merely a means to an end, not a valid objective in itself. How do you want the audience to be affected by the video?

YOUR RESOURCES

Aside from your monetary investment in the production (see "Production Process" for a discussion of budget issues), what level of participation do you intend to have in the production? What knowledge, professional or client contacts, locations or material resources in your organization can you contribute to enhance the quality and authenticity of the video? Who will be the primary, day-to-day collaborator with the Media Production Unit during the course of production? Who will have final approval of the end product?

MARKETING, DISTRIBUTION, EXHIBITION

Under what circumstances will the audience see the video? How will the potential audience find out that the video exists, and what will entice them to see it?

Media Production Unit staff will be happy to help you think through these issues in preparation for undertaking the creative process.
