Solid Waste Facilities
Permit, inspect, investigate complaints and monitor activities of facilities accepting, sorting, transferring or composting solid waste; for example, landfills or transfer stations.

Refuse Collection (County Area Only)
Permit, inspect; investigate complaints and monitor activities of businesses engaged in collecting refuse.  Administer franchise collection agreements and annual collection rate adjustments.

Roadside Waste Dumping
Coordinate the collection of waste materials illegally dumped within twenty feet of a County road.

Medical Waste
Register and inspect large medical waste generators, investigate and resolve complaints regarding improper handling of Medical Waste.

Body Art
Registration and inspection of persons engaged in tattooing, body piercing and the application of permanent cosmetics.

Massage Facilities
Initial construction inspections of facilities as requested by Sheriff’s Department.

Complaints concerning land filling  (i.e., burial of trash or garbage) 
For complaints concerning improper disposal/storage of household trash and garbage in the unincorporated areas of the County and in certain contract cities.  Complaints regarding junk cars or other debris and dumping in open lots or areas, contact County Code Enforcement Office at (951) 955-3200.

Septic Tank Pumper Trucks   
Permit, inspect, investigate complaints and monitor activities of businesses engaged in the cleaning and disposal of septic systems, grease traps and portable toilets.

Subsurface Disposal Systems
Design review for sewage disposal installations.  Site evaluation for siting or installation of a sewage system.

Sewer Evaluation
Evaluation of existing or proposed sewerage system.  Verification of sewer availability.

Planning - Environmental Impact Report (EIR)
Environmental review pursuant to California Environmental Quality Act, water, sewer and reclaimed water issues.

Water Supply Verification
For Parcel Maps and Tracts.

Well Permitting
Permitting the construction and/or abandonment of water wells including, but not limited to Driven Wells, Monitoring Wells, Cathodic Protection Wells, Extraction Wells, Agricultural Wells and Community Water Supply Wells.

Well Driller Registry
Well driller registry maintained to provide list of approved drillers to the general public.

Small Water Systems
Permitting, inspection, compliance, monitoring and enforcement of State standards for water systems with less than 200 customers.

FHA/VA Evaluation
Approval of water well supply and water testing for FHA/VA certification.

Backflow Prevention
Approval of backflow device testers and approved backflow testers listing.

Local Oversight Underground Storage Tank (UST) Program
Responsible for monitoring the remediation of sites contaminated by petroleum products as a result of leaking UST.

FOOD SERVICES, PUBLIC POOLS & MOBILEHOME PARKS GO

Food Workers Certification
Provides for the testing of Food Handlers, primarily in restaurants, to assure minimum knowledge of proper sanitation procedures and practices.  Testing is offered at each office location.

Retail Food Service
Inspection of restaurants, markets, vehicles, temporary and occasional events, and all other retail food-related activities for compliance with all applicable state and local requirements.

Food Facility Construction Plan Check
Plan Check and field inspection for all new facility construction or remodeling of existing facilities.  Consultation as part of the Food Facility Plan Check process provided for remodeling and/or new construction.

Public Swimming Pools
Inspection of public swimming pools and spas for compliance with all applicable state and local requirements.

Public Swimming Pool Construction Plan Check
Plan Check and field inspection of all new pool and spa construction.  Consultation as part of the Food Facility Plan Check process provided for remodeling and/or new construction.

Organized Camps
Inspection of Organized Camps (summer camps for children, mostly in the Idyllwild area) to insure compliance with state regulations.

Mobilehome Parks
Inspection of mobilehome parks for compliance with applicable state regulations.

Illegal Food Vending Program
Respond to public complaints and agency referrals concerning illegal food vending operations in incorporated and unincorporated areas of the county.  Task force staff activities primarily address businesses that are otherwise ineligible to obtain an Environmental Health Permit, and continue to operate in violation of State law and County Codes (i.e., home-based restaurants, domestic catering operations, large-scale public gatherings serving homemade food and alcohol, roadside food preparation and food vending, etc.).

VECTOR CONTROL, TRASH & SEWAGE COMPLAINTS GO

Vector Control
Monitoring and control efforts against the principal arthropod-borne diseases such as encephalitis and plague, as well as general vector control complaint response, in the unincorporated areas of the County not covered by the Coachella Valley Mosquito and Vector Control District or the Northwest Mosquito and Vector Control District (CVMVCD (760) 498-0019 & NWMVCD (951) 340-9792), and in cities with contracts (i.e. San Jacinto, Hemet, Canyon Lake, Moreno Valley, Murrieta, Temecula, and Banning). This program does not respond to Africanized Honey Bee or imported Red Fire Ant complaints.

Household Trash, Garbage and Sewage Complaints
Respond to complaints concerning improper storage of household trash and garbage and complaints concerning overflowing sewage from private septic systems in the unincorporated areas of the County and in certain contract cities (i.e. Rancho Mirage, La Quinta, Palm Desert, Canyon Lake, Murrieta, and Temecula). For complaints concerning illegal landfilling of trash or garbage contact our Local Solid Waste Management Enforcement Program (see page 16). Complaints regarding junk cars or other debris and dumping in open lots or areas, contact County Building & Safety's Land Use Office at (951) 955-3200.

HAZARDOUS MATERIALS MANAGEMENT GO

Hazardous Waste Minimization
Environmental Health (EH) personnel working with businesses seek ways to significantly reduce the amount of hazardous waste produced by way of education and technical assistance.

Emergency Response and Investigations
EH personnel, in conjunction with the County Fire Department, responds to hazardous materials incidents; assists the County District Attorney in the investigation of environmental crimes; and responds to illegal hazardous waste disposal complaints.

Underground Storage Tank (UST) Program
Regulates all non-exempt UST's which contain hazardous substances located within Riverside County. Regulatory requirements are fulfilled through a program of annual permits, supported by routine inspections.

Waste Generator Permit
Regulates facilities in the community which generate a hazardous waste. Regulatory requirements are fulfilled through a program of annual permits, supported by routine inspections.

Hazardous Materials Handlers Program
Regulates facilities which handle and store on-site specified types and quantities of hazardous and acutely/extremely hazardous materials through permitting, routine facility inspections and development of detailed site plans indicating where hazardous materials are stored.

After Hours Calls
After hours calls taken between 5 p.m. and 8 a.m. Monday through Friday, weekends and holidays.

 

Household Hazardous Waste (HHW) 
On July 1, 2006, the Household Hazardous Waste (HHW) program was transferred within the county from the Department of Environmental Health to the Waste Management Department. Please call the HHW Hotline number for more information.
